Establishment
of the Office Dear Sisters and Brothers in Christ, The document that I am presenting to you today is the result of the work of a committee which I set up to study the situation of both priests and lay persons who have pastoral responsibilities in our diocese. The report of this committee was studied by the Episcopal and presbyteral Councils. It was amended and finally approved. I am pleased to share with you the results of this study. The principal recommendation is to create a new diocesan structure which will be responsible for all the pastoral personnel. It is well known that over the past few years a large number of people, other than priests, have received mandates to fulfill pastoral responsibilities in the Diocese of Montreal. Some are permanent deacons but by far the majority are male and female laypersons. Support of the life and ministry of priests is still very important but the time has come to supply the means to respond more adequately to the needs of these new pastoral workers. I am therefore establishing The Office of Pastoral Personnel «
ad experimentum » for a period of five (5) years from this date.
During the trial period, the mandates and tasks which have been given
until now to the Office for Clergy and the Office of the Permanent Deaconate
will be assumed by this new office. The Episcopal Vicar responsible for
Clergy will however continue to pay special attention to the life and
ministry of the priests of the diocese. Moreover, the members of the Board
of the permanent deaconate will continue to animate the work of the permanent
